4 cloves garlic, finely chopped
2 teaspoons fresh, hot, red cayenne peppers or cayenne pepper flakes
6 tablespoons fresh lime juice
1/2 cup fish sauce
1/2 cup white sugar
1 cup warm water
1 large carrot, shredded (optional)
Combine all the ingredients in a small bowl. Stir well and serve at room temperature. Makes 2 cups.
